ESSENTIAL JOB ELEMENTS AND RESPONSIBILITIES - Develop and recommend short and long range plant goals in support of Company objectives and policies, for the approval of the Director Operations. - Direct and approve the establishment of manufacturing methods, standards, techniques, and plans so as to assure the production at the lowest cost consistent with established specifications as to quality, quantity, and delivery schedules. - Coordinate with the Manager- Human Resources, in developing and administering approved labor relations policies, personnel practices and procedures; salary and wage practices and procedures; health, safety, and employee recreational programs; and supervise, direct, and control the hiring, training, promotion, or separation of all personnel acquired for assigned, including all aspects of fair employment practices, equal employment opportunity, and affirmative action programs. - Complete the transition of product lines, and any future product lines, into the manufacturing processes. - Develop and administer effective maintenance and service organizations that will result in maintaining all facilities in such a condition as to provide production and service groups with dependable low cost engineering, maintenance, and sanitation services. - Direct and coordinate with the Corporate Information Systems group, Materials and Control, in the development and establishment of local purchasing policies and procedures that are consistent with approved company policies. Prepare annual budget recommendations - administrative, capital, and production expense - and submit to the Director Operations. - Approve all expense accounts and purchase requisitions in accordance with approved budgets and expenditure limitations, and recommend amounts in excess of authorized limits. - Administer, in cooperation with other Group and Corporate Management, the coordination of approved plans for division growth and development, informing the Director Operations and others concerned, on process being made in comparison with established objectives, budgets, and schedules for various programs and projects. QUALIFICATIONS AND EDUCATION - Ten years manufacturing or related experience in a highly automated, capitalized environment, with at least five (5) years in management. - Firsthand experience in Lean Manufacturing, Six Sigma, ISO, and electronics work environment. Strong background in engineering with operations experience. - Must be bilingual - fluent in both Chinese and English. - Familiarity with the unique cultures of China proven ability to interact with the workforce in China and understand issues. - Desire to learn from peers and interact with other plant managers to develop relationships. - High analytical reasoning ability and strong management depth as defined by the assessment conducted by HMM during the interview phase. - Proven track record in producing results, and meeting deadlines and objectives. - Demonstrated skill in managing with data - analytical in his/her thinking, regularly reviewing safety, warranty and repair, quality, financial, and delivery metrics among others. - A Bachelors degree with emphasis in industrial plant management is required. An advanced degree (MBA) is desirable.
